Wayne Lewis is currently a Electric Utility Consultant and NERC CIP auditor. He has over forty (40) years experience in the electric utility industry, specializing in Control Center and Operations and Maintenance areas.
Lewis Energy Consultants, LLC provides Electric Utility Consulting services in numerous areas of utility operations and maintenance and Regional Entity NERC compliance. Consulting services have been provided to Regional Entities, including but not limited to, the Northeast Power Coordinating Council, in connection with NERC CIP compliance activities and audits. Wayne Lewis, President, has participated on CIP audits, both at Progress Energy in representing the utility, and for a Regional Entity in support of the CIP Compliance Audit team. Mr. Lewis has over thirty-eight (40) years experience in the electric utility industry as more fully described below. Lewis Energy Consultants, LLC looks to expand its consulting services to meet the ever growing electric utility engineering, operations, and reliability compliance needs.At Progress Energy/Duke Energy, Mr. Lewis served as Director of Transmission Technology. As a NERC CIP consultant, Mr. Lewis has served as a Lead Auditor on various CIP audits. He has led interviews for CIP-007 and assisted in interviews on CIP-002, CIP-005, CIP-008 and CIP-009. He has served as a consultant on Regional Entity CIP version 5 standard assessments teams. He has participated in numerous NERC CIP version 5 webinars and seminars. He has also participated in NERC ERO and Regional Entity Workshops in 2013, 2014, and 2015. Mr. Lewis has completed the NERC Audit Team Leader, Fundamentals of Auditing, FFT Training, Gathering Quality Evidence, Conducting Performance Audits, Crucial Conversations, and Compliance Investigations training.He retired from Progress Energy/Duke Energy as Director of Transmission Technology for Progress Energy. His responsibilities included overseeing and management of all Energy Management System engineering and operations for the Progress Energy Florida and Carolinas Energy Control Centers and all Transmission Technology initiatives. He was responsible for setting the direction for the future migration and growth of the Progress Energy generation and transmission control center systems and facilities. The EMS systems included the generation and transmission monitoring and control, power system network applications, mapboard, the interchange transaction scheduling/tagging, OASIS system operation and business practices, energy accounting and billing data retrieval and check-out, building facilities, emergency and back-up UPS’ and generator, dispatcher training simulator systems and communication systems.He participated in the initial CIP audits for both Progress Energy Carolina and Progress Energy Florida. He has been actively involved in numerous NERC committees. He was the IOU segment representative to the NERC Market Interface Committee and also chaired the NERC Congestion Management Subcommittee. He also chaired the GridSouth Transco Operations and Market Rules Team. This team established the congestion management, energy balancing, and scheduling requirements to meet FERC Order 2000 requirements. He also consulted on the implementation of the GridSouth System Operations and Commercial Settlement systems. In addition, he managed the development, design, and implementation of the OASIS node for the VACAR Sub-Region and served as the Co-Chairman of the JTSIN OASIS Management Committee. He also managed and consulted on Progress Energy’s Available Transfer Capability (ATC) calculation program.He was a member of the NERC Security Process Support System Task Force and the ERPI OASIS ‘HOW’ Working Group. He was the initial developer and instructor for the CP&L (Progress Energy) Power System Dispatcher Training program. This program included Power System simulator training, classroom training, and a fieldwork experience program. He provided field-engineering support for CP&L traveling Transmission (66 kV and above) Substation Maintenance crews, including troubleshooting transmission circuit breakers, protective relaying, capacitor banks, voltage regulators, transmission transformers and line switching devices and performing root cause analyses. He developed standard maintenance procedures based on past facility failures, including generating plant auxiliary bus switching and metering problems.Wayne holds a BSEE from NC State University and a ME EPE from Rensselaer Polytechnic Institute. He is a registered Professional Engineer in North Carolina.Wayne has completed the NERC Audit Team Leader, Fundamentals of Auditing, FFT Training, Gathering Quality Evidence and Compliance Investigations training.
